The fix is you have to edit your /etc/tomcat6/policy.d/
03catalina.policy file and grant permissions to catalina
grant codeBase "file:/var/lib/tomcat6/webapps/openbd/WEB-INF/lib/-" {
permission java.security.AllPermission;
};
