The account that you run Tomcat with must have write access to those  
directories. If you run an "ls -l" against the directories in question  
you can see the user/group/others permissions. Of course, I'm assuming  
you're on Linux. On Windows you'd just have to be sure The account  
that Tomcat runs under has write access.
