I figured it was something like that. I have adjusted permissions but I guess I still need to find the right folder. How do I know which user is running Jetty? Isn't it the logged in user?

I've never used the Jetty/OpenBD bundle before so I don't know where the bluedragon work directory is located in this configuration. In any case, once you find the bluedragon work directory, make sure there's a cfchart subdirectory and that the user Jetty is running under has read/write permission on this directory. Simply right-click the folder, select Sharing and Security and go to the Security tab to modify the folder's permissions. I keep getting the following. Failed to generate chart - javax.imageio.IIOException: Can't create output stream! Is this a permission issue? How would I correct this on Windows?
