I believe Jordan Michaels is working on a Windows installer similar to his Cent installer for OpenBD, but I believe it would be working with Apache, not IIS. I'm sure Jordan will jump in with more info.

Can I ask why you have to use IIS? Why not use Apache? I did a pretty extensive blog post on getting this all up and running on Windows with Apache:
