Don't know too much about Tomcat, but what I usually do is delete the ROOT folder in /webapps and rename openbd.war to ROOT.war and deploy it to tomcat, Then OpenBD will be running in the ROOT context. I'm sure there are other ways to change the default context in Tomcat, but that's beyond me.
