i say both!

Get OpenBD to produce the resulting file, save it on S3 and boom you are 
set to go.   You could easily build a simple CFML page that would do 
this automagically for you, uploading the new file onto an S3 bucket.

OpenBD only has to do a lot of processing when it detects change, after 
that, it should be pretty fast to the point of not noticing.

but if your files are not changing, then absolutely, an external cloud 
based solution is perfect for you.   I even load JQuery libraries 
straight from Google; i don't bother serving them myself.
