Did a quick Google search and found this:

http://helpdeskgeek.com/how-to/calling-loadlibraryex-on-isapi-filter/

The only issue that I have had in connecting the installer to IIS 7 (This
was on Win 7) was a permissions issue. I don't remember the exact error,
but doing a search I found that when you install ASP, it corrects the
permissions issue. You also do it manually, but I opted for the quicker
method. :)
