I've been able to narrow the issue down and its one that I had previously seen with OpenBD. There is something in regards to WebKit based browsers that causes OpenBD to interpret the calling base template ( getBaseTemplatePath()) differently than other browsers. In both cases where I have seen this behavior it is when the inbound call is generated either from httprequest (ajax) or, in this case, the pdf generation calling the cfc remote method to pull the image. Because of this difference in how getBaseTemplatePath() is interpreted from the same call but in different browsers resources necessary for making the action work have the incorrect path and the result is the image doesn't show up.
I need to code around the error first, then hopefully I'll have time to code up a sample to reproduce the problem and demonstrate the discrepancy (and test whether this is happening in Adobe's product).
