The URL worked for me here ... but i can confirm that it works perfectly
with OpenBD

So the problem is indeed the tools.jar file --- depending on your
AppServer depends on where you need to put it.
For Jetty:
<jetty>/lib/
Worse case you can drop it into (same dir as OpenBlueDragon.jar):
<openbdwar>/lib/
