This may or may not help, depending on whatever your ultimate goal really is...

When I'm processing html source code from one hidden form element to the next (like a publish gizmo or something), I'll use URLEncodedFormat instead. That one DOES have a counterpart (URLDecode) which I can use when it's time to store or display it on the other end.
