I agree with matt here ... something else is going on here.
You should never have to manually clear the file cache -- that i can assure you. This problem would have flagged the instant it was released.
however what i think is going on, is that you are editing a different file from the one that is actually being rendered. Due to the vast amount of directories we have to search to find the CFC to run then i suspect the engine is picking up the wrong one to the one you think.
[this is one of those areas that has always annoyed me with the language; i believe it creates more confusion markup language than it tries to help]
