I am not the system admin on this set up. The VivioTech installer was
used so there appears to not be a WEB-INF in each webroot. The ROOT
WEB-INF is as follows.

$ ls -l /opt/openbd/tomcat/webapps/ROOT/WEB-INF/
/opt/openbd/tomcat/webapps/ROOT/WEB-INF/:
total 8
drwxr-xr-x  3 root root 4096 Mar  7  2009 bluedragon
-rw-r--r--  1 root root 1184 May 13  2009 web.xml
