Thank you for the link; I'll certainly file it away for reference.
I did end up finding a solution, if not exactly solving the exact
problem:
If I launch Tomcat via its startup.bat then I can play with the
contents of webapps/ROOT to my heart's content; moving the OpenBD tree
into the /ROOT is serving up CFML without a hitch.
Launching the Tomcat server from *within* the Eclipse IDE would only
give me content in workspace/{project}/ directories (and 404 on the
root).
