Nothing on the face of this looks wrong--what happens when you hit the WSDL
in a browser?

Since the error says "could not be located" I'm thinking something's up with
where your CFC is located. I was just calling a web service running on Adobe
CF from OpenBD using cfinvoke today and it was working for me.
