I know how much you java/Linux guys hate windows and all that point and click stuff but there is a fairly large install base of CF on windows and I've been with CF since *.cfm files were *.dbm files so bear with me. :)
I installed OpenBD 1.2 Using the Vivio tech installer package on Win2008 / IIS7 and everything went fine. For this project we needed only minimal CFML functionality, Zero Cost and needed it to work immediately so the OpenBD installer was a perfect solution and got us up and running. Installers for these products would go a long way in expanding the user base, but that it another discussion for a later time. We have since switched from II7 to Apache Windows for the mod_xSend functionality and managed to make the switch over. This transistion was not without issues since the Vivo installer used different ports and it looks like different install paths than the examples and info I could find on line about installing the software, in particular this entry in Matt's old blog (http://tinyurl.com/d53ef7) but I managed to figure it out and got both Apache and IIS7 working, on separate ports, before I switched off II7 and over to Apache. I have become increasingly impressed with OpenBD and intend to do more work with it but now since being a much despised windows point and click not much with java guy I know that there will be a learning curve with these applications since they are infinitely configurable which is a good and bad thing depending on your perspective. However right now I wish to upgrade to this particular install from V1.2 to V1.4 of Open BD and am not exactly sure how to accomplish this. >From the scattered documentation I assume that it should be as easy as downloading the latest WAR file and place it in the correct directory and Tomcat will deploy it but then again not having the familiarity (there is that learning curve) with all the applications I am not sure.
