Are you sure there actually aren't connectivity issues with your database
server?

What locks up exactly? Just database connection attempts, OpenBD itself,
your entire servlet container? Logs shed any light on what's going on, e.g.
RAM issues, anything related to the db connection pool ...

Is this an app that is under high load or is it pretty run of the mill
stuff?

I may be wrong but I remember the fix in this case being pretty specific to
SQL Server.
