Do you still have the setup you showed earlier - in which one context
is actually a sub-directory of another one?
That part makes me wonder if some locking is going on.
Just for experiment's sake, can you try a setup in which user OpenBD is
running an app in an entirely different directory than user system?
I'm no expert, but it just seems like a missing state in your test
sequence.

P.S. I absolutely hate setting user access in Windows. (It looks so
easy, but...) Oh, and don't forget to restart everything between each test.
