well, there might be reasons for this.  I used caucho Quercus Open Source
PHP stuff in one project where I needed a pdf to get generated which I
never got to work as I wanted with the cfdocument. For this to kick in I
needed to append some sections in the web .xml

I'm not 100% sure if this was the solution back then (Alan might have to
correct me) but I have a folder shadow which contains in my case an web
folder wich finally contains "my" web.xml

As said I'm not 100% sure this was where it was supposed to be placed but
it has been discussed here some months back and Alan came up with a
solution for it back then.
