Just so it's clear, I mean C:\jetty-openbd\webapps\openbd\WEB-INF\lib

And you do have to restart.

I'm still a bit confused as to exactly what throws an error -- I'm assuming
Jetty starts fine, but then what are you trying to do that's complaining
about tools.jar missing?
