*Update*
First, I switched back to c:\xampp\tomcat\webapps\bluedragon\ so my 
structure is:
c:\xampp\tomcat\webapps\bluedragon\
C:\xampp\tomcat\webapps\bluedragon\administrator
C:\xampp\tomcat\webapps\bluedragon\adminapi

The command that it hangs up on is like:
Application.administrator = CreateObject("component", 
"bluedragon.adminapi.Administrator"); 

where it's looking for Administrator(.cfc) in "bluedragon.adminapi" 
directory.  If I copy Adminstrator.cfc, base.cfc. UDFs.cfc from the 
C:\xampp\tomcat\webapps\bluedragon\adminapi directory into the 
\adminstrator directory and edit the command to be:
CreateObject("component", "Administrator"); 
, OpenBD finds it and creates it.
