SO why does it work as a CFM page and not inside a CFC?

File path either needs to be absolute (meaning wrap what you have there in 
ExpandPath() or use the full physical path), or you need to add the 
uridirectory flag to the tag and set it to true, which allows you to use 
relative paths.
