Typically that means there's no servlet mapping in your configuration to tell OpenBD to process .cfm files. There would be by default certainly so we'd have to know more about your setup to help diagnose. When you say "Jetty" did you download the ready to run version of OpenBD? That works out of the box and would be configured correctly so there must be something else in the mix.
