Version 1.4 runs version 1.6.0_23 of the JRE.
It's possible that this is a java library issue, as the error seems to
indicate that Java doesn't know what algorithm the SSL connection is
trying to use.
You can update the JRE manually by replacing the files in the JRE
folder. An indirect explanation of how to do this is found on the
single-instance install page on the WIKI:

It may be a CA issue as you are suspecting, but if it is, that's an odd
error message to get for it! =P
