Having just cleared up this issue for myself, I'd like to make note of a small discrepancy that was throwing me for a loop in case others run into the same issue.
I am running the 2.0 installer on Windows Server 2008. I was having trouble making cfexecute work and knew it had to be a permission issue. I tried many times to change the "Log On As" account to an administrator level account inside of the "OpenBD-Tomcat Service Control" program. I couldn't make the settings stick. I would enter the admin username/password, hit Apply, hit OK, reopen the service control program, and it would revert back to "Local System Account". Eventually I figured out I needed to make this change directly on the service (Administrative Tools -> Services).
