I followed this article to setup Jetty as a root content

Everything works as it should except for one thing.

I left the bluedragon administrator in the openBD context / app and it 
updates the bluedragon.xml file that powers the root context.  But the root 
context does not pick up datasource changes until a bluedragon restart.

My end goal is to be able to access the administrator on localhost, add a 
datasource and have it show up on the other websites automatically.

This is a Jetty Ready To Run Bundle , latest stable on Windows.

What did I miss / do wrong?
