I'm not sure if I'm being clear on where the error is.
When I run the CFC, it throws an error when I try to set the URL
string as a variable. *_"_**_Can't perform this operation on these
data types."

Even if the string wouldn't fly as an http request, shouldn't I at
least be able to set the string as a variable?

Maybe the image tag on your browser is doing something clever on
your browser it doesn't change the fact that if you are using
special characters or long urls you need to encode and also make
sure the length is ok.
Put the code directly in the URL do you see what you expect or an
error, I would use firebug or fiddler to inspect but start off
with what ive suggested
