+1 on the cloudbees option I use the OpenBD desktop engine to develop a CFML app locally. I could use the Cloudbees Eclipse IDE plugin to upload individual changes, but I prefer to use the desktop's "create WAR file" feature to package up an entire release (CFML engine and all) into a bundle. Then I use the cloudbees "upload and deploy" to make version releases.
Under their lowest option. The hosting (& MySQL DB) is free. The just goes to sleep if it's not used, so it may not be the best option if you're trying to "cheat" and get production quality for nothing. But the upgrade (or downgrade) process is just a click or two. Now I feel like a shill. I swear I don't work there or anything.
