In a simple way you could just unzip the openbd,jar file... add your application to it... prepare the bluedragon.xml if you have some specific configuration done. change the default index.cfm file which by default just send you to the OpenBD manual. Packit up again as OpenBD.jar and you're done... Might be a bit more complicated if you want to have a database bundled in as well.. but depending on what database... that might be possible to bundle too.
If it's planned for a Windows platform I have used the OpenBD.Local this way to deploy my Oracle Tablespace Report app. http://openbd.org/local/ Here I also used the NSIS Installer to make it easy to install for the user...
