That is the issue tracker.
The ExpandPath() bug is only for network drives on Windows, which is
something you shouldn't even be attempting in a production environment,
hence the reason it is not a high priority. Though the source code is
there, so if anyone wants to provide a patch for it, we will happily accept.
Remember, open source is never having to wait.

The funny thing is that I have found the ticket 266 (ExpandPath()

seems to me really werid that this has not been fixed yet.
I have found the expandpath bug and imageNew() loading from an url is
not working. Says source is not readable.
