Yes. That is a maven based buidpack, which is the standard way to do it. I originally did one that way for OpenBD, but since OpenBD is not available as a maven artifact maven actually complicates things more than it helps. It makes perfect sense for Railo though. The one I did for OpenBD doesn't use maven at all – it just deploys the engine directly by copying it to the right location. It is much faster and simpler this way, but since there is no actual "build" process, the build pack scripts have to do 100% of the work – there is no pom.xml file.
Most of the time, I suspect OpenBD developers won't care much about customizing the java environment on Heroku outside of maybe adding some jar files to their site – so I elected to just bypass using Maven and go for speedy deployment and small slug sizes. Maven is extremely powerful and feature rich, but it also slows down your deployment dramatically. I figured since it wasn't really being leveraged for anything I would just bypass using it.
