Compare the "Advanced" settings in the datasource setup from your working CF server to the OpenBD settings.
For example, it could be the "Per-Request Connections" setting.

Outside the Administrator applications, OpenBD and Adobe CFML both store their datasource settings in a xml file. Comparing those directly might give you some insight.

It's also possible that the two CFML servers use different Oracle JDBC driver versions, or some custom Connection or Initialization strings may be needed.
