I had neither, the machine is a dedicated test VM only used for web dev 
testing.
When the tools.jar from the OpenJDK 7 didn't work, I tried the one from 
openJDK 6, it didn't work either.

I just did a fresh install of JAM, replaced tools.jar with the version from 
OpenJDK 6, restarted the server, and tested with no luck, getting the same 
error message, so I did the same thing with the OpenJDK 7 version, and got 
the same error message again.

I'm not a Java dev, so I have no idea where to even begin to look in order 
to solve this issue, all I can do is report what doesn't work and the 
errors I get.
