I have the same experience on the same version (running Windows 7 64 bit). No manual folder is created. I tried checking and un-checking different boxes, running as Administrator, with and without existing source code, etc.

FWIW, This feature DOES work on my older Version=2.0.2. It looks like this and the manual is created:

Perhaps the local manual was removed in favor of the common web repository at http://openbd.org/manual/ (as it does change occasionally), and this checkbox is just vestigial. But Andrew, I don't thing you were doing anything wrong.
