Alrighty.  I figured out that the issue is with where the viviotech installer 
puts bluedragon.xml.  

For reference, I'm going to number these:
1. Viviotech puts this file in c:\openbd\conf\.  
2. The war file puts it in C:\openbd\tomcat\webapps\ROOT\WEB-INF\bluedragon\.  

In this current setup, the openbd admin web interface modifies file #2.  
However, file #1 is the one that is being used by my app.  If I make 
modifications in the admin interface, such as the custom tag paths, and then 
overwrite file #1 with file #2, then everything works perfectly.  I'm guessing 
my datasource config works because it uses cfml commands to create the 
datasources at runtime as well as saving the config to file #2.  

Now the trick is to figure out how to make my app reference file #2 instead of 
#1 when it gets loaded.  I'll report back once I figure that out.  I'll also 
pretty up my notes for getting it to run through IIS and post it if anyone is 
interested.
