You are correct in your suspicion. All requests to Jetty come from Apache (localhost).
To get the administrator console IP restrictions working you'll have to edit /bluedragon/administrator/Application.cfc and replace CGI.REMOTE_ADDR with CGI.HTTP_X_FORWARDED_FOR in about 5 places. Look for the section that deals with "deniedIPs" and "allowedIPs".
