Pretty much. For most of the websites we build we separate the administration functions from the public facing website so we can force SSL and use the webserver authentication for the administrators. Especially when the public site doesn't need a certificate we place the admin portion on a separate subdomain or different domain altogether and then we can have separate web logs in case we need to investigate access or something.
