I emptied the folder where the collections were stored as suggested above.
Then I ran this code:

The result is as follows:
The message about no collection is printed because there is no collection
to delete.
Then ther cfdump of collectionlist1 is diplayed showing an empty
query/struct.
That is; although the action="create" tag is run, action="list" can't see
it.
When I look in the directory where the collection is stored (previously
cleared out and empty), the new collection is, in fact, there.
A second run of the code still passes by the delete tag but errors on the
create tag as before with
"Failed to create the collection: directory not empty; possible collection
already present"
It seems that the fundamental problem is that OpenBD isn't seeing the
collections to work with them.
I did recently update this install of the instakller version of openBD to
version 3.1. Maybe something was missed.
