As far as I can tell and without doing a lot of testing, I think this wan an issue with the nightly build. Sites installed with the stable release have no issues with the Administrator.
When trying the work with the fisrt install the post is about, I did restart the J2EE server (Tomcat) serveral times. Initially, I was shown the log in page and could log in, was shown the index page but then it errored when I tried to do anything more. Later is errored whenever I tried to visit the Administrator.
