Fixes Issue 28931: Cannot add a payment from an invoice if the role does not
have access to the organization of the document sequence
Document sequence updation using add payment from invoice and add details from
payment in is done differently. In add payment from invoice OBDal checks org
access so doc seq organization is added explicitly using add writable
organization in OBContext and removed after work is done.

Fixes issue 28190: The database will try to be dropped before being created
The problem was that the exception was raised because the database tried to be
created.
Adding a 'DROP IF EXISTS' clause, the engine will properly report that the
database is being accesed and cannot be dropped
We can drop the table because as of now, if the database already exists, the
database is effectively dropped

fixes issue 29560: added function to check if the data is loaded in p&e
grids
A check is added to prevent the execution of the on grid load functions if the
local data is not loaded.
This problem could happen when a request is done and the load of a previous
request has not finished.
