CCCH on C0?

hi list,
i came over line 523 in gsm_data.h: 
        /* CCCH is on C0 */
        struct gsm_bts_trx *c0;

could this be the reason why a bs-11 without aktivated trx0 dont work /
isnt seen by handy?
