I tried in on a ubuntu workstation:
rogier@Draver:~$ apt-cache search ortp
apt-utils - APT utility programs
libortp-dev - Real-time Transport Protocol stack
libortp8 - Real-time Transport Protocol stack
I'd try libortp-dev :)
