MNC starting with zero

Dear Sir

As we know that mnc 01 and 1 are different for GSM.
In config file even on providing MCC 001 and mnc 01 its flashes mcc as 1
and mnc as 1.
How to get over from this issue and get the network as 001-01 instead of
1-1.
