SMPP:

use Net::SMPP;
$smpp = Net::SMPP->new_transceiver('127.0.0.1', port=>2775, system_id=>'anID',
password=> 'pingpong', system_type=>'GSM') or die;

$smpp->submit_sm(
        service_type => '',
        source_addr => '123',
        protocol_id => 0x00,
        destination_addr => '2623213213',
        dest_addr_ton => 0x1,
        dest_addr_npi => 0x1,
        short_message => 'bla',
        );

This is a perl example, you will need to change ton/npi to be something !IMSI
for your case.

Settings:

Well, I don't know your phone or such to know if such things can be changed.
