The link is wrong. The CRRs are shown by listReqs but you have to use
the one from RAServer because the changes are actually not backported to
the public server.
cp cgi-raserver/cmds/listReqs cgi-public/cmds/
the link is /cgi-bin/pki?cmd=listReqs&dataType=PENDING_CRR
