[OpenCA-Devel] prerequisites

amongst the prerequisites not mentioned in the INSTALL file is GNU tar,
because the Makefiles make use of its z option.

shall we make GNU make a prerequisite, too?
it makes writing makefiles a lot easier...

or shall i keep them more portable than your use of tar? :-)
