i think i see what i am doing. I downloaded openssl-0.9.7-pre1 because it
was a tar source. I can not use the pre-compiled 0.9.7-1 because i have
redhat 6.2 and pre-compiled openssl needs libc for GCC 2.2.

Do you know where I can get the source to openssl-0.9.7-1?

An actual 0.9.7-dev should be enough. If you installed the new snapshot
please try "/usr/local/ssl/bin/openssl req --". If you get an error from
the configure please check that your configure tests the correct
openssl. The most systems use 0.9.6 by default. You can set an
OpenSSL-prefix to enforce the use of a special OpenSSL.
