If you introduce stylesheets which are normally independent of the language then please use the lib-area (e.g. src/common/lib/css/). i18n is reserved for parts which must be translated.
The webpages in src/web-interfaces/* can be automatically translated via openca-html.pot. Julio wrote a script to extract strings from HTML-pages (hxgettext).
