This is not fully correct and the patch would not work :)

We only handle real installation issues like paths with configure now
because we simply have too much options. The options which you don't need
for the software installation are in OPENCADIR/etc/config.xml. After the
software installation the user must edit this file and then run
configure_etc.sh.

The idea is that a distributor like Debian, Mandrake etc. can create a
package. The user installs the package and configure the software in
config.xml. If somebody wants to be really perfect then he can ask some
questions, fix config.xml and run configure_etc.sh during the
installation. If something is going wrong then the user can do it again
after the installation.
