We know this problem and therefore we will remove the external modules from the default installation. Especially libintl-perl is really sensitive for the set locale. Yes, there are two ways. First we try to detect such modules automatically with the name (this does not work for libintl-perl) and second you can disable all external modules in OpenCA with the above mentioned option.
Why installed versions are not recognized? I couldn't do a mistake while installing modules because they are prepackaged and installed via apt without any problems (I mean people better than I am made debian packages :)
We cannot determine the module name from the filename libintl-perl. That's all - no magic :(
