So what I'm doing wrong? :-)

The problem is the package maintainer of Debian. We checked in the relevant bug to the BTS of Debian for a long time but the maintainer of the Debian package does not react. Please see:

Bug #223383

Net::Server version 0.86 from CPAN or from src/modules/ work. This is a Debian problem.
