Answering my own post again :) I still don't have output in syslog, however I dived into /usr/local/OpenCA/var/log and found this:
====================== 2004/08/31-11:16:03 OpenCA::Server (type Net::Server::Fork) starting! pid(10529) Binding to UNIX socket file /usr/local/OpenCA/var/tmp/openca_socket using SOCK_STREAM 2004/08/31-11:16:03 Invalid group "www-data" at line 411 in file /usr/share/perl5/Net/Server.pm 2004/08/31-11:16:03 Server closing! ============================
Anyway this group is valid in my system -
========== pwadas:~# cat /etc/group|grep -i www-data www-data:x:33: pwadas:~# ==============
So what I'm doing wrong? :-)
The problem is the package maintainer of Debian. We checked in the relevant bug to the BTS of Debian for a long time but the maintainer of the Debian package does not react. Please see:

Bug #223383
Net::Server version 0.86 from CPAN or from src/modules/ work. This is a Debian problem.
